Projet
Job Purpose: To provide strategic and technical support to the Head of Division in policy elaboration, planning, implementation, monitoring and evaluation of the transport programmes, projects and activities for the division.
Tâches
Participate in Department working planning, monitoring and evaluation
  • Elaborate the annual working planning of the Transport and Tourism Division.
  • Set up feedback mechanisms, workflow management and assignments monitoring system in conjunction with staff in charge of projects and programmes, guidelines and procedures.
  • Formulate proposals for review in relation to the priorities and operating strategies for the Commission including when necessary dialogue missions with partners, Regional Economic Communities (RECs), others stakeholders and private sector stakeholders (Based on research, knowledge and experience with field missions carried out at various phases of a project’s management)
Support to the Department in meetings/events’ preparation
  • Elaborate technical notes that can be required for the preparation  meetings/events.
  • Prepare speeches, presentations and all necessary documents for the success meetings as may be requested.
  • Support to the implementation transport component
  • Provide assistance to the Department in the implementation of the transport sector component of the Programme for Infrastructure.
Elaboration of transport policy frameworks and programmes
  • Prepare Terms of Reference for a transport policy, strategy and/or programme; and, with the same proficiency, assess, monitor and evaluate on-going programmes related to the transport policy, strategy and/or plan of action.
  • Participate to issue findings and recommendations for the next steps
  • Provide input and comments on the on-going activities, policy and other activities ;Share knowledge on lessons learned from previous experience as well as from the said activities when possible and emerging best practices in areas of his/her expertise.
  • Participate in and contribute to activities for advocacy, dissemination and knowledge building relating, governance and safeguard policies.

Profils recherchés pour ce poste


  • University Master’s Degree or its equivalent in Transport Economics, Transport Engineering or in a related area of specialization; Relevant work experience of seven years (7) years of relevant/specialist professional experience working in international and supranational organizations within the framework of economic studies, transport policy, transport infrastructure projects management and planning monitoring and evaluation;
OR
  • University bachelor’s degree in Transport Economics, Transport Engineering or in a related area of specialization will be considered if they have work experience of twelve years (12) years out of which 7 years is at a specialist level working in international and supranational organizations within the framework of economic studies, transport policy, transport infrastructure projects management and planning monitoring and evaluation;
  • Relevant professional experience in management and financing in the public sector and development financing institutions will be an added advantage
